He is a graduate of Georgetown University, B.S.F.S., Tulane University School of Law, J.D., and holds a Master’s Degree (LL.M) in Taxation from Boston University. He also attended the Universidad Complutense de Madrid and Exeter College, Oxford University. He is admitted to practice in the State of Louisiana and in the Commonwealth of Puerto Rico. He is also admitted to practice before the U.S. District Court for the District of Puerto Rico, the U.S. Tax Court, the U.S. Court of Federal Claims and the U.S. Court of Appeals for the First Circuit. He is also Uniform Code of Military Justice, Article 27(b) qualified. He is fully bilingual in Spanish and English.
He is also Past President of the Puerto Rico Boy Scouts of America; Past Member of the Board Directors, North East Region of the Boy Scouts of America; and is the current President of the Santurce Rotary Club.
CAPT John Shapiro (USN, ret) served in Iraq with II Marine Expeditionary Force (MEF) (Fallujah, Ramadi, and Al-Asad) as the G39; and was attached to 4th PSYOP Operations Group (POG), Special Operations Force (SOF-Ft. Bragg) based in Kabul and Kandahar, Afghanistan.
Counseled pharmaceutical companies, airlines, manufacturing companies, retailers, financial advisors, and film companies in taking full advantage of incentives provided by the Commonwealth of Puerto Rico for start-ups, including obtaining tax exemption decrees (including Act 60 benefits), subsidies and the tax credits.

John Shapiro, a highly experienced tax and corporate lawyer, has dedicated his career to helping companies establish in Puerto Rico. He has counseled pharmaceutical companies, airlines, manufacturing companies, retailers, financial advisors and film companies in making the most of the benefits provided by the Commonwealth of Puerto Rico for new starts, including obtaining tax exemption decrees (including Act 60 benefits), the receipt of actual cash subsidies and the purchasing of foreign tax credits. He has over 30 years of professional legal experience in the private sector, representing large, international, multi-national corporations, business entities and groups in complex business transactions; corporate and business organization; tax exemptions; mergers and acquisitions; reorganizations; negotiations and formalizations of contracts; mediations and arbitrations; estate and tax planning; and application of international treaties, federal laws, and regulations.
